Well, depends on what you call a tech writer. I suspect that some bidders
are technical writers, either contracting or looking for small, side
projects to earn a little extra money. A few, I would guess, are folks
armed with an Internet connection, a copy of WORD, and the belief that's all
it takes to be a technical writer...
