.mml files in FrameMaker

Hello;

When I open an .mml file in FrameMaker it converts all para tags to <body>.
When I open the file as a text file I can see the correct para tags. For
example:

<ProcH3NoTOC>
<Marker <MType 2> <MText `\<G2Code\>Standard Attributes\<Default Para
Font\>: \<G2Code\>user-restrictions;\<G2Code\>user-restrictions\<Default
Para Font\> attribute: \<G2Code\>Standard Attributes'>>user-restrictions

Where <ProcH3NoTOC> is a para tag.

When I open it in FrameMaker, it asks me if I want to convert it from mml,
so it recognizes the format. But when I check the para formats after the
conversion, they are all <body>.

Has anyone run into this problem before?
