There is a software program my colleagues can use that's part of a larger
program. The larger program has it's own manual, but there is no print
manual for the smaller program (just a pdf).

I've been thinking about writing a print manual for the small program with
a very specific audience in mind which would show innovative ways of using
it.

My question: how would I go about writing such a manual? Do I just submit
a book proposal to a tech publishing house? Do I contact the software
makers and pitch it to them?
