It will be the victims of the russification program that started before
Russia became a communist country. It will be the ethnic non-Russians that
reside within Russia that will go to prison first. This isn't about bad
usage. The Russian language was used to unify its people.

The French language was used to unify its people and confer political power.
The German language was used similarly. Some countries would not exist if it
wasn't for the establishment and enforcement of a common language.
