I simply removed all entries from the toolbar expect stop, forward and back,
and positioned it amongst my menus so when it pops up it aint a problem, but
a use.

I'm doing extensive work in an outline. Whenever I switch from
outline to regular view (or do just about anything else) the
pesky Web toolbar appears and crowds out the toolbars that I do
need. I go into View | Toolbars and turn it off, but it
reappears when I change my view.

Does anyone know how to get rid of the Web toolbar until such
time as I might need it?
