I suggest that rather than asking us, you ask them!

Seriously, with an in-house audience, you have the
opportunity to get direct feedback on why they're not
using the manual and how you might reorganize it so
that they will use it. And while your target audience
probably isn't the installation people who already
know the product, odds are good that their suggestions
can improve the manual for the users as well.
