Here's an easy way:

Highlight/Select a desired range of paragraphs or
chapters (or whatever) that you would want to fall
within one TOC. Go to Insert-->Bookmark--> and name a
bookmark for that selected range and "Add" it.

For your TOC field code, modify it to show something
like this:

{ TOC \b ppo_tables \o "2-3" }

where \b is a switch which describes that the TOC will
pull its contents from a bookmarked location.

ppo_tables is the name of the bookmark in this example

\o is the switch that indicates you want to use
particular built-in heading styles

"2-3" means include Headings of outline levels 2
through 3 (Heading 2 and Heading 3 styles)

This works great for multiple TOCs for me. Quick and
dirty solution.
