Might I add to Rob's list the following:

General writing experience. Lots of programs these days (university,
college, business school) educate students in principles of writing and
assign a few short essays, but don't make them WRITE enough. How do you get to Carnegie Hall??

Experience in doing lots of different jobs. Many tech writers I've talked to have done everything from chicken-catching to tree-planting to university teaching. The satisfaction we now experience in a multi-faceted job is what we didn't get in the (literal) trenches or doing one-thing-only McJobs (which, sadly, can include some tech writing positions).
