This latter definition is probably what the developer is thinking. RoboHelp
and ForeHelp assist in enabling this functionality sometimes through hybrid
WinHelp/HTML-Help systems. Pop-up's are in WinHelp while the main topics are
in HTML-Help. Why? Because HTML by itself doesn't support this.

Precisely why some of the usability studies I have read support using tool
tips instead of "What's this?" help. Your comment about "pop-up happy
context-sensitive help" being mostly useless is correct in my eyes.

And now back to mixed metaphors, puns, writing specs, and throwing
fooz-balls at developers.
