I was on a team that used RCS for versioning Maker files. Line-by-line
versioning was not altogether important to us. The only problem is that
after a few versions, the system gets bloated, and checkin/checkout
slows down. The administrator had tools to clean up branches, and leave
the trees at some arbitrary depth (5-deep trees, I think).

As for cross-platform, we, not really as far as I know. Our system was
installed on Unix. Anybody could telnet into the system to check files
out to their preferred location on the network. We also had some shell
scripts set up to simplify the commands. For example, setting up an
account + working tree for a new user was a single command. And you
could always get fancy and make an HTML/CGI front end to manage the
communication with the system. That could be as simple as you want.
(Who knows, somebody may have already done that...)
