There are a lot of unknowns in this question, but I'll make some assumptions
and move on from there.

First, I'll assume a Windows platform. Second, I'll assume you want to show
what the application will do and that you don't need the thing to actually
work.

I use Visio for mocking up application interfaces. The software has a nice
stencil for Windows applications that includes command buttons, option (or,
radio) buttons, and the standard title bars.
