Creating gif images

I am developing a simple Web site in HTML for a class I am taking, and I'd
like to create some simple images to include in the site. Somehow, I was
able to create a logo in Publisher and convert it to a gif. I can't seem to
repeat this process.

Can anyone shed some light on the correct way to do this?

Secondly, what software program are most of you using to create images? I'm
using Publisher only because it's all that I have.
