TOOLS: Names in Outlook Contacts and Address Book

In entering records in the Contacts database in Outlook, in the Full Name
field, I enter First Name, Last Name. In the File As field, I select Last
Name, First Name. So far, so good--when I view my Contacts, they're listed
alphabetically by Last Name.

Those contacts who have e-mail addresses are listed in the Outlook Address
Book, but they're listed First Name, Last Name. In other words, when I
create a new message and click To... to select recipients from the Address
Book, it's sorted alphabetically by First Name. How come? Is there any way
to change the Address Book settings to show them Last Name, First Name? I
tried all the Options or Preferences settings I could find, but to no avail.
