I agree 100% with Andrew.

Sure, you should follow internal processes/flow/protocol whenever possible,
but if these paper-pushers cannot see the value in speeding-up the
info-finding process, you'll just have to go around them. If you don't want
to make such a radical move, then instead, when making such a request in the
future, CC the message to every potential feather-rufflee. That should get
old fast and you'll be able to do continue on with your productive ways.
