If color is an option, you could print the whole thing in light blue. ;-)

Actually, that makes me wonder if a pale pink watermark would work, since pinks and reds tend to darken considerably when photocopied.

As good as photocopiers are these days, I think that any watermark that's
prominent enough to obscure text in a photocopy will make the original
awfully hard to read.
