In my experience, it was due to company size. I was working for an eCommerce
startup and when I first started, I was the sole writer, so I was a member
of the development team from the get-go. We didn't have any product to
document, so I helped write Needs Analysis, Requirements Specs, Functional
Specs, Design Specs, Statements of Work, and lots of proposals. I think that
regardless of company size, a tech writer involved with developing specs
helps ensure accuracy and avoid ambiguity in language that could end up
biting the team on the *ss down the road. A tech writer can also help the
development team tie in other daughter documents to the Requirements spec.
