>>At what point would a tech writer move from the status
of being a junior writer to a senior writer? How
about the difference between Technical Writer I and
Technical Writer II?<<

The short answer is that it's fundamentally a matter of degree and
experience. You'll get some good suggestions from folks on this list as
their experience relates to the subject, but ultimately, you're going to
have to make the final decision based on

1. Your company's culture
2. Your company's products/services
3. Where your doc organization fits into the company (standalone, part of
engineering, part of marketing, etc.)
4. Your department budget
5. The number of people on your team now

There just isn't any "standard" job description with requirements that you
can cut and paste. Refer to the archives on this list for some suggestions
as well.
