I place mine in the same location as you, Mike. My general rule is that if
I have enough figures to need figure numbers and caption titles, then I need
a Table of Figures. Many of our manuals are tiny and not even divided into
chapters. In those cases, Tables of Figures are overkill.

figures in your documents. I generally place mine on
the page following the table of contents.
Also, do you have a rule as to how many figures your
document has before you decide to make a separate
