You had me until this one. The justification for the five-to-seven rule
has never made sense to me, because it seems based on research about
memorization, which isn't relevant. Perhaps others who know the research
better will chime in...

If the writer follows your earlier rule "Lists one action per step," then
the procedure will contain exactly as many steps as it needs... no more,
no fewer. This five-to-seven rule seems unnecessary.


Otherwise, the list seems pretty accurate, and a good handout for new
writers.
