A clever comment, but you're conflating the function and the tools.
The need for design, of course, doesn't disappear with markup
languages: it simply shifts to style sheets.

But Shaeffer's comment was about tools, not function. Of course,
the function (the need for formatting) still exists, and in fact grows
more sophisticated, which is precisely what happened when
electronic calculators replaced the slide rule. In the future, a
writer might describe how (s)he participated in the development
of format rules in an EDD, or in the development of XSL middleware
that structures and formats information according to the end-user's
specifications.
