I am writing a pre-publication checklist for documents. So far I have the

Any ideas of things I absolutely cannot leave out? I think I have a solid
list, but I value other people's suggestions and experience.

There are some good checklists in the Types of Editorial Reviews chapter of Judith A. Tarutz's book Technical Editing. The checklists are broken down into page layout, text, front and back matter, and so on.

There are also some good checklists in the Checklists and Forms chapter of Sun's Style Guide for the Computer Industry.
