You have to use sections to change margins within a document. Every time you
want to change the margin, use the Insert>Break>Section Break setting.

But I'm wondering if you need to foot with that, though. Why don't you just set
the top margin to 1 inch for the whole document and then apply a style for the
thesis title that requires a space before of .75 inch. If you don't know how to
do that, I can help you.
