This really is disturbing. Even ignoring the fact that they apparently only
required this proof in the case of non-married same-sex partners, it
ludicrous to require proof of "mental competence" before someone is allowed
access to a benefit that you provide the care someone might need in order to
be mentally balanced and competent.

So many folks still firmly believe that mental health is completely detached
from physical health, when in fact it's probably more accurate to say that
"brain" health is one of the most complex forms of physical health.
