"Avoid" is not the same as "never use." I'd use "localized," as it exactly
conveys what you seem to want it to convey. Blanket proscriptions like
"never use passive use" generally lead to awkward constructs in which you
jump through hoops to avoid the proscripted construction; "never use
localize" would do the same.
