This option is located in Windows Properties (where you set up your help
windows).

I know that in Robohelp 2000 the option is located under Project Settings.
>From the Robohelp menu select Project Settings, then the Windows tab, select
the specific window and then Properties. Choose the option "Always on top".

If using Robohelp HTML select File, Project Settings, Windows tab,
Properties, Advanced Properties, Extended Styles, Top-most Window.

If the window is a pop-up window then I'm not sure if that can be done
because pop-up windows have pre-set properties and they're made to pop-up
and go away.
