Tybi Kapiloff is working on software that <<... allows one to create an
online storefront. Once developed, you can upload it to the mall. They want
to change the term Upload to Publish. I understand what they are trying to
infer... that once the store is uploaded to the mall, it has been
"published' there i.e. anyone can then go and buy from their store. My
question is this use of terminology okay and will everyone understand it in
this way?>>

The distinction between the two words is that "upload" is techy jargon for
the _process_ (transferring a file from one place to another), whereas
"publish" is more colloquial wording that addresses the _result_ (making the
storefront available for use). On the whole, I prefer "publish" both for its
colloquial tone (it emphasizes the user's needs, not those of the
developers) and for the fact that it conforms with current usage for making
something available for use.
