Simple answer: be honest and direct.

Think about it. Their job is to fill positions. The
more positions they fill, the better they do. BUT...
they also want to fit the right person with the right
job, as that attracts repeat business with companies
looking for employees.

If you state that you are only looking for full-time
work at the beginning of the call, you make things
easier on yourself and the recriuter. Plus, the
recruiter will remember how you professionally handled
the call and will contact you when something that fits
what your lookig for crosses his/her desk. (At least,
that's been my experience.)

As for the recruiters who just won't take no for an
answer, politely tell them you are not interested and
end the call. You don't want to rub them wrong, as
recruiters network a lot. A really bad impression goes
a long way.

Unfortunately, posting your resume on the web results
in a lot of calls from recruiters. What you should do
is note the recruiters who served you well, and next
time you're hunting, hit them up for jobs rather than
post your resume to the web again.
