Guy and Jeff,

Using variables, inserts, and conditional text is the way to go. As you could tell from Guy's email, though, this gets pretty complicated, pretty quickly.

The success of your internationalization efforts will come down to preparation and communication. Bill Burns is absolutely right when he observes that...

What's important is that you
provide detailed instructions on how to work with these files (including
directory structures, file setup and all).

To take this a couple of steps further:

1. Look for one vendor to handle all languages. You don't want to explain the process to six different teams.

2. Plan on spending time before the project starts to document your approach, the inputs and the expected deliverables.

3. On the first go-around, invest time to support your vendor. This will not be an "throw it over the transom and forget about it" kind of project.

4. Look for a vendor with significant FrameMaker expertise.

5. Insist on the use of a translation-memory solution like Trados Workbench/S-Tagger. It will reduce your future translation costs and simplify upkeep.
