Everyone has there own preferences, and I truly think that they are just
preferences. There is no 'study' that I am aware of that shows an advantage
to one way over the other.

For what it is worth, my personal preference is gerunds for chapter,
procedure and section headings, and task oriented index entries, imperatives
for procedure steps.
