Yep, we get 'em. Not routinely, but possible.

Job-hunting tip ... in a lot of larger companies, managers have
a discretionary fund that they can call upon for things like
signing bonuses. If you're negotiating a salary and not being
offered what you're asking for, try negotiating for a signing
bonus. Make sure to find out what 'strings' are attached ...
sometimes the bonus isn't paid out til you pass a probationary
period, and sometimes it's paid out immediately but you have
to reimburse if you leave the company or transfer to a different
group before a specified period of time passes.
