The only time I would object to too much consistency is if it results in
circular definitions or no definitions at all.
For example, I've noticed this type of language in too many help files:
"The Setting Permissions dialog box allows you to set permissions." There
needs to be a definition of those terms someplace. I would rather see "The
Setting Permissions dialog box allows you to establish the access rights of
individual users..." and then use the term "set permissions" after that.
