One way to resolve this issue is to indicate the end of a procedure,
regardless of how many steps it has, like this:
To display the xyz window:
1. From the abc menu in the def window, select xyz.
The program opens the xyz window.

Other posters correctly point out that a single-step procedure looks funny
when numbered, but a unique layout or bullet symbol for a one-step proc may
also be confusing. By explicitly marking the end, you should remove
confusion as to whether you left out any steps, and you can also stay
consistent in layout.
