Another point to consider:

How do you expect readers will use the material? If you expect they will
actually read and use the information on line, then it makes sense to deliver
the material in an on-line format (HTML or XML etc.). But if you expect to use
the internet as a delivery mechanism - and you expect the readers will simply
print the material to read off-line, then PDFs start to make way more sense.
