Several people sent me solutions--thanks, all. The simplest one was to use
the Format Painter tool in Word to copy the style of a set of symbols for a
topic that functions correctly, then copy that format to all the topics that
are having problems. The style for the symbols should be "Footnote
Reference." If the style is something else, RoboHelp doesn't recognize the
symbols for purposes of displaying the Topic Properties window, which is
annoying, and deletes the topic title altogether if you try to change the
topic properties, which is really annoying.
