If your developers are supposed to be
following Microsoft standards for 
Windows then I think you are right 
that you should get Help, not About.

If they are not following Microsoft's 
standards then this might *not* be 
a bug. Or, could it be that no 
online help is developed for the 
application yet?  If the application 
is true to Microsoft's standards for 
Windows, then the application should 
contain a persistent Menu bar that 
contains the word Help on it. Clicking
Help should lead to both the online 
help and the About sections.

I would challenge the developers on 
principle - I mean, how many times, 
if ever, does a user view the About 
section of an application?  I'd say 
not enough to make it its own 
toolbar button.
