Using term "integer" in this context is misleading.
An integer is a whole number with no fractional part
(no decimal places) whatsoever.

Perhaps you could use something like the following:
"Enter the percentage to a precision of two decimal
places. Examples: Enter 100% as 100.00. Enter 1.587%
as 1.59"
