It depends upon how much political clout you have. If you put the steps in logical order, the resulting documentation will make poor design decisions more glaringly apparent. Designers don't like this. If you don't have enough political clout, you might be severly attacked.

If you do have enough political clout, then what will happen is that you will be providing the primary input to a significant product redesign effort.
